For the Full Council Meeting of Icklesham Parish Council
Monday 28th October at Rye Harbour Village Hall
Commencing at 7:15 pm
1. The Chair will invite members of the public to comment or ask questions on any matters in respect of the business on the agenda. A member of the public shall not speak for more than 2 minutes. (15 minutes)
2. To receive reports and ask questions of the County Councillor Keith Glazier and the Rother District Councillors concerning County Council and Rother District Council matters. (10 minutes)
3. To record any apologies for absence.
a) To receive and record apologies for absence.
b) To consider any requests for approval of reasons for absence, if any
4. Disclosure of Interests – to receive any disclosure by members of personal interest required under the Council’s Code of Conduct and to consider any written requests made by members for dispensation to allow them to participate in, and vote on, an agenda item for which they have a disclosable pecuniary interest. Members are reminded a) to repeat their declaration immediately prior to commencement of the item in question and b) complete the declaration of interests form.
5. To consider and approve the signing by the Chair of the attached minutes of the Full Parish Council meeting held on 9th September 2024.
Matters requiring a Decision by Council
6. Financial Matters
a) To receive the list of items paid to date in October and items for payment to date.
b) To receive receipts and payments report.
c) To note that Nationwide Savings account interest rate will drop to 3.15% in November 2024 (currently 3.30%)
d) To receive and approve second quarter bank reconciliations.
e) To approve Mulberry & Co. carrying out 2024/25 internal audit and to approval interim internal audit taking place on Friday 29th
f) To consider the Clerk transferring £30,000 to Lloyds savings account from current account.
g) To consider grant application received from:-

- Winchelsea Beach Community Association in the sum of £10,000 towards upgrade of Winchelsea Community Hall.
- Winchelsea Beach Community Association in the sum of £1,725 (annual grant).
7. Remembrance Day Poppy Appeal Donation.
a) Royal British Legion – Minimum donation £20 for Chair’s wreath. Council are asked to decide whether they wish to donate any extra.
b) To consider purchasing memorial wreath for the Mary Stanford Lifeboat House. Approximate cost £40.
8. 2025 Meeting Dates.
To approve the attached meeting schedule for 2025 Council and Committee meetings.
9. Devolution of Public Conveniences.
To receive update from Rother District Council and to agree way forward.
10. To Consider Request Received for Creation of Community Garden in Icklesham Recreation Ground. Request received from Ambition Links which is a local charity providing support to adults with autism and learning disabilities. Please see the attached photos and details of request.
11. Winchelsea Community Shop.
Chair to give verbal update.
12. Rye Harbour Car Park Kiosk.
To note, Sussex Wildlife Trust will be vacating the property on 31st October. Council is to consider future options for the kiosk.
13. To consider quotes received for replacing Windows at Rye Harbour WC.
Quotes will be tabled at the meeting.
14. Request received from GoPet services to Use Icklesham Recreation Ground Car Park for mobile veterinary service once per week for two hours. Services would include vet checks, vaccinations and end of life care.
15. 2025/26 Budget.
To discuss 2025/26 budget.

19. To note talk by Richard Ensor re the Anne Guncarriage has been organised for Saturday 7th December 7.00 pm at Winchelsea Church.
20. Assistant Clerk Working Arrangements.
To note the Assistant Clerk has accepted Clerks role for Fairlight Parish Council and will be reducing her hours for Icklesham Parish Council to 16 hours per week.
21. Programme of Works. Consider and update where necessary.
